Just before midnight on Monday, the Minnesota Legislature officially adjourned the 2025 Regular Legislative Session. However, work at the Capitol is far from over. Governor Walz and legislative leaders have spent the week behind closed doors negotiating the unresolved details of the state’s biennial budget, necessitating a special session to complete the work.
Housing Omnibus Bill Finalized
Over the weekend, the Housing Conference Committee completed its work, but the final product reflected a significant reduction from the original House funding target. While many of the policy proposals from the Yes to Homes agenda were actively discussed until the final hours, the final omnibus bill excluded all policy provisions.
State & Local Government Omnibus Bill Passes
The State and Local Government Omnibus Bill was the final piece of legislation to pass both chambers. Importantly, the bill includes long-awaited clarification on lobbying reporting requirements for interactions with local governments. This change brings greater clarity and is expected to improve compliance across sectors, particularly for those working in or with city halls.
Labor Omnibus Still Pending
The Labor Omnibus Bill remains outstanding as of this update, but lawmakers anticipate finalizing it in the coming days.
The Special Session is expected to be called by Governor Walz following the Memorial Day holiday and will likely need to last at least a few days in order to pass the remaining budget bills.
